No, you will only be able to turn in the space that the base gives between the wall and edge of base. Which, I believe will be about 1 or 2 inches.

Mounted my 65 inch TV, and it fits perfectly. Great to use to tuck behind a unit or buffet. The instructions were clear and was fully built within 15 minutes. The base is quite heavy, but can be tipped over with a bit of force. Overall, great product and does as described.
