How many drops per ounce would you use of this product I make my own serums.

The amount of preservative depends on the size of the drop and the product that you are using it for. In general, one drop of Optiphen PLUS should be enough to preserve about 4 ounces of liquid.

How much of this does one use? What about a 4-TB recipe?

I use about 1 tsp for a lotion recipe with distilled water that makes about 2 cups. I also use 1 TBS of vitamin E oil which is also a preservative. As a precaution, I just store the extra in the refrigerator. That is all that I have used it for.

Is this preservative only used for water base solutions? Or can i use it to make aloe vera gel no water

I have never used just with Aloe Vera Gel personally, but I would imagine it would be okay since Aloe is water based. I have used with flax seed gel and sea moss gel with success.
