Package says 100% polyester fiberfill

Q: Is this stuffing washable? Id like to use it for childrens toys. But not if we cant wash them...

I haven't washed the items I stuffed but I would think it would be washable. It is very light and airy and doesn't clump.

Q: Does this fill have a slick feeling like the fiberfill coated with a thin layer of silicone?

No it’s more like little pellets that stick together. Much better than fiberfill
