Which toner i can i get for white white hair?

Toner isn't going to be the answer, bleach is. Depending on your starting shade, to get that ice white hair you will need to do at least one round of bleach 40. You will need to get it as close as possible to the desired color without frying your hair (coconut oil!!!!). After that, you can use Wella toners (T18) to get that ice white. Toners don't lift color, they shift shades.

After lightening hair with bleach...and you rinse it out, do you use the toner and developer on wet hair or dry hair to tone hair??

You can apply onto wet or dry hair, but on dry hair, you will have faster absorption of color pigmentation.

Can i use 20 volume developer with ion lavender moon?

Yes! That is my favorite. Someone at work took my pic to show to her stylist. Silver purple hues but not overbearing.

This product turned part of my hair purple not like purple tint but purple. Any suggestions?

If you left the toner on too long and your hair ended up purple, sooner or later, the toner will wash out. It could be about three weeks, though. If the toner left your hair light purple, use a mixture of conditioner and a 10-volume peroxide. If the purple color is pretty intense, you will need a color remover (Color Oops, Color Fix, Colour B4...) - it may dry out your hair but is not as damaging as bleach.
