Q: According to a piece of paper included, the numbers are for "anvil graduations" and do not correspond to tpi (ppi). What good are the numbers then?

If you look closely at the anvil of the tool, you will see the stamped graduations going from 4 through 12. Max set is 4 and min set is 12. These graduation numbers are simply to serve as a reference so the user knows what set number was used.

Q: Does the "4 - 12" refer to the angle that the tooth will be bent over to? Or are "4 - 12" number graduations based on pure whim?

4-12 refers to the number of teeth per inch your saw blade has, course cutting will have 6to 12 teeth per inch, fine cutting will have 18 to 36 teeth per inch

Q: What is the metal it is made out of?

The frame is made from solid die cast aluminum and the anvil from hardened steel
