Is it okay to buy a used tenor sax?

Yes, there are a lot of great instruments out there, but you need to be caerful. A used horn can look good and still need new pads, or cork, or many other repairs. If you don't know what to look for there is a lot of information on line or your local music shop, or teacher can help.

The Jean Paul arrived in great condition with no quality issues. The tone quality is great and the keys are easy to play. This sax is a very good intermediate horn.

How does this sax compare to a Yamaha or Selmer?

It was on part with the Yamaha my son used for a year.

Are the keys inlayed? so like the actual button curves inward

The buttons do feel slightly concave.
