It's much smaller than I thought it would be. It's about 18 inches across

Even for a child, it is low, and a toy A very good and well made toy, and not just for banging around on. More like a novelty instrument.

What is the age range for this toy

I bought this for my son when he was turning three… I’m sure it’s fine for a younger child, but it may depend on their maturity level (as far as them possibly being too rough with it).

Does the piano require tuning? What are the actual dimensions of the piano? Does it come with a child bench or chair?

The tuning is fixed because the hammers hit tubes, not strings, It does not come with a bench.
