Wipe the handrail with water and wipe it down with a nonabrasive or microfiber cleaning cloth.

Yes, like any other metal. Since it is powder coated, there is some control over the temperature.

What tools do I need to install this handrail?

You will need a Hand-held power tool like a drill with a screwdriver bit set and, at times hack saw if cutting is required.

What size is the drill bit, and what are the dimensions of the concrete anchors in terms of length and diameter?

The Drill Bit is 8mm or 5/16. Anchor is 3” long. Both the drill bit and anchor have the same diameter.

Can this handrail be painted or stained to match my decor?

Yes, in a way it would add another layer of protection, however, the reason our finishing is powder coated black is it is resistant to flaking, chipping, scratches, and color deterioration.
