I need a non slip door mat for tiled flooring can you recommend?

I just use it as an outdoor mat in a quarry tiled recess. I haven't tried it on any other type of tile. Maybe ask the manufacturer?

Can it be cut to size?

I bought the semi circular one. It is made from very strong rubber, so you would need appropriate cutting tools...maybe industrial. It may also distort the pattern. It measures 17.25inches (44cm) from the center of the flat edge out to the center on the circular. From side to side at the widest point it is 31inches(79cm). My front door measures 32 inches, so this seems to have been made to a fairly standard fitting size.

Is this mate made of all rubber or dose it have carpet material on the top

Surface is like cut out rubber coloured stones.Very attractive half moon mat.No carpet material.i would buy again.
