How well does the color stay on? Will it rub off or transfer onto -if wearing a mask?

I’ve had pretty fair results as far as staying on. Several hours for example. But, yes, it does smudge off on a mask.

Does this dry or stay sticky?

It’s moist but not sticky. It’s not completely dry either
