I wear a US womens 22. What size would i need?

For comfort get a 26 so that your others layers won't prohibit getting the trench on.

Is the fabric more like a true rain coat, or a softer texture that is more versatile if I'm traveling and just want a jacket not a rain jacket?

The fabric is a little softer and is still generally warm which is great for rolling up and packing when travelling. I have not tried wearing this under the rain yet....
