What's the difference between the Fog and the Stream and which of the two would be better when using outdoors if there's wind?

Fog creates a cloud which needs less accuracy but is more subject to winds . Stream is a straight spray which goes farther , less impacted by wind but requires more precise aim . Hope this helps .

Is this a bit smaller than a 24oz pistol grip spray?

"YES" it being only 16oz is only a fraction smaller then the 24oz..
My 16oz fits comfortably and easily into my male leather purse.
My 16oz funnel fog 5.3 million SHU is almost equal in comparison the 24oz can...meaning the 16oz capacity will surely handle any apprehended danger close, in a Self Defense situation!
The grip is big enough for my large hands...definitely

I know this is a stupid question. But, how do I use it when the time comes? Is it a simple as pull the pin and press the lever on top?

There's no question that can't be asked Inquirer...
The safety pin is removable, and easily replaceable. Its best to keep its pin securely in place to avoid accidental discharges. This stuff is a really strong irritant especially in closed quarters. If accidentally discharged immediately use fan, electric leaf blower, ect to properly ventilate for those who may be C.O.P.D, Asthmatic, or Seniors. Laws vary from state to state on usage, who is allowed to carry, and Government buildings, ect.
To activate just remove pin with free hand, depending on apprehended danger. Its best to extend trigger hand waist high with canister at a 45 degree angle so irritant can enter mouth, nostrils, and eyes in a upward effect for maximum coverage for one to two seconds or use to your discretion without emptying canister, now giving you time to "ESCAPE" safely to contact police. Its best to never be seen as the aggressor in road rage ect, but instead be in retreat mode, unaggressive, being alert for any video sources. Let the camera's be your eye witness for PROOF. I have a dashcam with excellent video and audio. Remember Laws vary from State to State so contact your local police department or State Trooper Headquarters and get officers names.
