No it's for arca Swiss so much larger.

Should I get this or a smallrig universal video rig cage?

The main difference is that Ulanzi mount is very compact whereas the SmallRig cage is much larger and therefore much less portable. But the cage is more protective and you can more easily attach accessories to it, such as side handles, lights and microphones. Both can be attached to a tripod but the Ulanzi mount has the advantage of an Arca-Swiss base in addition to a 1/4"-20 threaded hole.

can the base be connected from the top with a screw instead of from underneath?

Well yes as the thread runs right through the base and similar on the upright section ( x2 ) but cannot see a situation were this would be necessary. hope this helps.
