does it fit cannon 1300d

I believe that the EOS 1300d DSLR was designed with the APS-C sensor and hence is usually partnered with the Canon EF-S lenses. The Canon RF 100-400mm lens has the RF mount which is designed for the Canon R (mirrorless) cameras and not the EOS 1300d DSLR

Yes this is suitable for anything in the air. Most commonly used for wildlife and sports too.

Can this be used with a camera that is not full frame? i have a eos 700d

This is an RF lens and can be used on APS-C EOS R cameras, ie the R7 and R10. But it can't be used on EOS DSLRs like the 700D

Will this fit the 700d

No. It’s only for EOS R fitting cameras. For a 700D you need an EF or EF-S fitting lens. A good choice would be the EF-S 55-250mm STM lens which is the equivalent of 88-400mm and very good value.
