Are both female inputs mono?

Yes. Typically when the male jack is either stereo (TRS - Tip/Ring/Sleeve) or mono (TS - Tip/Sleeve), the females are mono. When the male connector is stereo, the mono female ends break out the left and right channels. When the male connector is mono, the mono female ends split the signal into two.

Is this gold or silver hard to tell from shade of picture?

It is silver colored. As a side note, the plastic part split and now I have it taped together to hold everything in place. I think it still works though.

Will this work with a Focusrute Scarlett?

Not sure. All it does is take two 1/4" phono cords and puts into one 1/4" mono plug. If the focusrite requires a stereo plug then it may not work.
