What do you load on the pc to access the console for this cable? does the sw come with it?

It was plug and play. I connected it to my usb-c to usb dongle on my Mac and it worked without any additional software.

Does this cable work for cisco devices?

I can tell you it did NOT work with an Aruba switch.

Was very easy, no drivers needed for Mac, plug in, few terminal commands and you can see console info. Used this cable to wipe and upgrade Aruba os and change my boxes from RW to US, very easy and reliable connection.
