How silent is this jacket?

It’s fairly quiet. If your moving slow and deliberate you’ll be fine. Quick movement will generate some noise, but it’s not extremely loud.

what temperature is this coat rated for?

Not sure what the official rating is. It’s an amazing jacket. Wind and waterproof to the extreme. I’m a big fan of layers for warmth and that’s why I got this jacket. Without layers probably 35 degrees. With a good base layer and a warm shirt I’d say down to maybe 10.
