Does your son have very small feet for his age? My daughter is 8 and is fairly small for her age and is wearing kids size 1 or 2. My 5 year old son is wearing toddler size 12. My 2 year old son wears toddler size 6. I ordered this boot for my youngest when he was 18 mo and the size small fits him perfectly. The size XL boot is intended for up to 8 year olds, I would suggest that.
