Dose it put its wheels up?

no, the wheels are fixed in the down position

diecast metal with plastic trim parts

Do the wheels rotate / roll? Is the frame durable ( I saw a review that said it broke off easily). Does the wing tips also fold?

the wheels do roll, wing tips do not fold. While the listing and box say 3 years and up, I would say if given to a child under 6, it would likely get broken.
