Q: This came with no screws or any mounting tools. is that right?

Mine did not , had to add my owns screws and nuts . :(

Q: Do I need a special rear rack or will a typical rear rack work with these baskets? Hangars seem large. Thanks.

We did it on the front only with the hangers , not sure if it’s works for rear!

Q: When mounted on a rear rack, is it only held on by the hooks?

I found wrapping foam or a cloth between the hooks and the front handlebars makes it not rattle as much. I also used wire twist ties.
