Is champagne an ivory color?

It's more like off white. It's very close to a non shiny white color.

Are smaller (about 2 1/2" tall,1/2" wide) red candles available? The few old ones I own are that size and work well on our tabletop tree.

Red all the way though , they burn very nicky

Do these fit the vintage Hummel figurine candleholders?

No idea, but be forewarned, the candles are very poor quality. Produce a LOT of smoke.

what is the size or each candle?

It's the only size candle that fits into the carousels from Europe. Maybe two inches tall (though they are packed away with my Christmas stuff so I'm not 100% accurate). Perhaps the width of a dime.
