can it be used on bottom lashes?

This company, as well as others who make lash serums, all agree that you should not use it on the bottom lashes.

I believe China, that is the reason I have not used it yet.🙀🙀

Does it discolor your eyelid? A similar product I tried caused a discoloration along the lid, making me look tired until I stopped using it.

It didn't leave any discoloration on or around my eyes.

Do you have to keep using it to maintain longer lashes?

I have been using it on and off for the last four years. I have bought it three times. If you don’t use it for more than3-4 months, lashes get shorter.
