Q: Is this the same as (or contains) an sn754410ne h-bridge? or, can i connect this directly to an arduino?

I am running several of these directly by arduino. No problems for several years.

Q: Any data on this device? when i apply power, both power and error leds are lit up (blue), so i'm guessing this is a bad unit?
