Does this start off as 1/2inch then shink down

Yes it does. I have 1/4'', 3/8'', & 1/2'' and they all measure at least their diameter before shrinking. I won't use anything but Wirefy tubing! I like the 3:1 best for my uses.

what is the operating temperature rating?

From my use it appears to have an operating temperature of between 600F and 900F. Unless the tubing is physically contacting a heat source I would say its save to use at near 1000F. Within 1/8" from a industrial soldering iron that idles at 980F It is safe. It may over-harden if exposed to this level of heat for a length of time (Over 30 min.) Contact heat will burn this at even a low temp.( i.e. laying across an engine's exhaust manifold. It would would work well in nearly any engine compartment. Hope this helps. For short runs this stuff is tough.

Will it work on 14awg wire?

Yes, 3/16" heat shrink tubing will work on 14AWG wire.

Is this heat shrink resistant to gasoline?

It is resistant to gasoline. However, we do not recommend to leave it submerged in gasoline.
