I have a 25lb. med. size dog, will this basket work?

The person to whom I gave the basket doesn't think it would work for a dog that size.

What is the maximum width of the rack this will mount to?

My 6.5 inch rack would not fit even if you take the springs out of one side.

How exactly does it attach to the bike rack? I'm looking for a basket that I can use for my bike or scooter.

I attached it to my bicycle using the included hardware. It attached to the holes that were part of the bike frame and I think they are standard on most decently made bikes. Don't know about scooters. The install was not hard.

Can you still attach panniers with this basket on the bike?

YES, because the metal basket is removable. It has spring loaded "brackets" that hold it into place...and easily pulled to release the basket. It fits on a rack so your "pannier" could also be used.
