Can I use on Texas grounds?

You mean, like the state??? Can be used outdoors or on field turf.

Are these sizes mens sizes or womens sizes? It's not clear.

Technically, I do not know. However, I did return mine because they ran a half to a full size too small for my son as compared to his normal shoe size.
