What transfers to the skin: 1) thin transparent film with the image, or 2) just the ink?

The thin transparent film AND the ink transfers to the skin.

Can the printed image go on something other than skin?

I've used temp tattoo paper to create decals for my clay work for several years. I first use a matte spray sealant, then one light coat of glossy glaze then I apply the decal followed by several more coats of glaze. After letting each glaze coat thoroughly dry I let my items stand overnight to ensure dryness, place on lined cookie sheet, and then pop them into a 180-185 degree oven for about 10 minutes (with wooden spoon in door to vent slightly) to harden the glaze.

Can you draw on these instead of using a printer?

I don’t see why not. Might mess up the marker tips though

Can I print this on my Cricket?

Yes, any inkjet printer can print on this paper. I'm using silhouette to cut the images. I had to increase the force considerably (to 32) from the default for temporary tattoo paper.
