I am a kindergarten teacher and i want to get this for one of my spd kids. how loud are the snaps?

They are not loud. They are difficult to get apart. I suspect that your student will be able to twist them, but will not be able to take them apart without assistance.

Can these be worn as bracelets also?

I guess - but when assembled as seen in picture they are not circular- mostly angular.
