No, they are sealed in a plastic pouch. They have no needle and I suspect the needle is where the cap would be.

No they don't necessarily. Mine were in a plastic shipping bag all higgledy-pigglety.

Does the scale wash off easily or is it raised/permanent?

Very heavy black print but not raised. I only use them for single use so cannot attest to how it might wear off.
