Does this item have green use-up indicator? I cant find refills with this?

These refills fit the newer (round) models of the Clip-on. I had an older version and had to buy the newer Clip-on because they did not fit my older model.

Going to Cost Rica, what repellents would you suggest?

Can't speak for Costa Rica but in the USA South this is the best repelllent I have ever used. The little fans keep me safe all summer (normally if I step outside I'm bitten)
