Are the streamers removable? I like the handles but my daughter is a little old for the steamers.

Yes - they are in there with little plastic parts that should be able to be removed - you will still have a hole in the end of each :)

Will these grips work with kids razor scooter ?

Unknown. Bought for kid-size bike.

How long is the part of the handle bar that actually slides on the metal frame? Not including the extra cushion end of these?

The part that fits over the handlebars is 4 inches

It does not say they feel more like a silicone baseed product but I can not say.
