On and off switch turns on all fans. If yours isn't working you have a defective item.

I'm trying to find the best cooler for my Acer nitro 5 so the fans stop kicking into overdrive would this be best ?

In my experience, it helps a bit, but won't stop your laptop from getting very hot, hence the fans running full speed. I have a Dell G7 with the GeForce RTX 2070, and anytime the GPU starts up, it gets uncomfortably hot. I have tried a few coolers, and did like this one the best because of the position of the main fan being at the very top, which is exactly where my laptop becomes the hottest. It keeps top temps down a bit, better than the other coolers I have tried, but don't expect it to keep fans from going into overdrive.
