Can it be used on 3d pla filament?

Wouldn't recomend it on anything where movement & flexibility is required. This has good conductivity, but dries pretty brittle.

Could this be used as a base coat for powdercoating plastic?

What kind of paint or plastic could withstand the 400 degree cure temperature of powdercoating? Use powdercoating base for powdercoating.

Can this be used on wood?

Don't know. I used it to coat plastic.
