Will the fragment replica have the green tint on it that is shown in the picture?

The Fragment printed on a Piece of Egyptian Papyrus and is Brown not green. Not sure why you think it is green. The Item description also states that it is Brown. Perhaps it just looks that way on the screen.

Does this come with a frame?

The item is available with and without a frame. The frame is a solid acrylic 4x6x2 magnetic sealing frame. They are two separate items.

How can I get it in the acrylic frame?

No frame is included. I purchased my own from a craft store after receiving it.
