They are the same color, there's no difference.

Can you use this to tie pieces of card stock paper together for a wedding program booklet?

Yes. I’m pretty sure you can. I used it as a trim on a costume(nature fairy), but my daughter told me she used the same trim for scrapbooking and card making.

Yes, it is washable. Very delicate though. I used it on small party favor boxes. But I think it will be pretty on fabric also.
