When I hit the clean button, most of the time, it says cat in litter box, when they haven’t been in there for at least 10 minutes??

It may be because you stood near the box. The sensor in front of the box can't tell the difference between two and four-legged creatures. :)

Does this sanitize as well?

This will remove the odor from the litter box while inhibiting the growth of bacteria in the box. However, this product cannot be used exclusively for sanitization.
