Is this this for a gas water heater

Yes. I have a 40 gal gas hot water heater I put it on and it works well. Just need to leave it back about 8” all the way around the stack coming out of the top of the tank.

What's the upper limit temperature rating? i'd like to insulate a single wall ss tank in my brewery that will hold up to 180f / 82c liquid inside.

Can i use this for a outside hot water tank for a mobile home

My water heater is outside also. It is connected to my solar hot water heater on my roof. Since we only use the solar water between May and October I do take the insulation off for the winter. Also while the insulation is on the water heater we put a large heavy duty black construction drum liner bag over the insulation. This prevents the birds from pecking at the shinning silver insulation and also keeps it waterproof. During the summer months this method keeps the water very hot. I am not sure how it would be though outside in a winter climate.
