I have the newest kindle. am i supposed to stick the velcro to the back of my actual kindle in order to use this cover?

Yes, and it will not interfere with a full fit cover.

Does this fit 10th generation 2019 kindle that’s not paperwhite?

This case uses Velcro so it has flexibility. I have both styles and can easily fit the Velcro into the fitted style case. So no worries.
