Do wheels turn freely or with the axle?

Each wheel has two bearings is turns on. The axle doesn't not turn with the wheel.

They are 4.10/3.50-4. They are 300 lbs load at 30 psi, tube type, with ball bearings.

Can this be used to make a cart for a large Yeti style cooler?

If you were planning on attaching this straight to the cooler then I do not know. If you were going to make a platform out of plywood for the cooler to sit on then absolutely. I took a 3x7 sheet of 3/4in plywood and attached these wagon wheels to it using some bolts(not included with the wagon wheel set) and I have had hundreds of pounds on it before. Is a great all around cart for yard/garage work.
