No, it does not snag when my cats scratch it either. It is not looped at the exposed ends, only by the backing. These are sturdy, don't fray, dry quickly. I love them and they are super soft. My cats love to lay on them. They are thick & plush. And they stay put. Hope this helps. I loved my first set so much, I bought them for another bathroom.
