Why does the listing say 22 pounds but then every option says 30-50?

The swim vest is compatible with 22-66 lbs kids, and 30-50 lbs is the most suitable weight range

What is the chest circumference

My two grand babies love them, it's not too tight around his chest. They now feel safe to jump in our pool and so do we.

If a child were to lean back to float, would they go underwater?

My grandson is 53 lbs. he floats if he leans back. This jacket is pretty awesome overall. Does great for him

Can this puddle jumper be used on toddler that hasn’t yet learned to swim or is this for kids who are learning?

This is great for a toddler that does not know how to swim and those that are working on learning because it keeps them out of the water just enough to learn how to paddle their arms and kick their legs. It encourages them to hold their head up. It does not restrain their arms too much. My son has pretty much full range of motion which is great for a learning swimmer.
