Does it come with a cap?

No, it doesn't. The lens should have come with a cap. This is a great hood. Once it's placed on the lens, it can just stay there because you just lightly push it out when needed and then just pull back on it to retract over the lens.

Can the hood be extended (at least partially) while using the stf-8 macro flash? does the hood rest in position if only partially extended? thank you.

I'm not familiar with the stf-8 flash but the lens hood can be used in any position, it will stay put. (Unless the flash will interfere).
