Q: I have a 2nd story balcony I'm putting these baskets on. Will a strong wind blow the flowers out of the basket or are they secure?

Yes....a strong wind has knocked mine out of the basket. The whole filled basket is very light weight.

Q: Do these have UV protection? I am looking to hang these on shepherd hooks in my front yard?

I have two of these hanging in my front yard you will need to arrange them yourself which is easy to do then I sprayed theme both with WD40 twice and they are perfectly fine with all the rain we been having. Very pleased with this item
