Is one tube per tunnel sufficient?

depends on the length of the tunnel. I put them in about every 30 feet or so. But I had several long tunnels.

can you use them in side the house

yikes...these are smoke bombs..highly suggest you avoid!!

Do they kill chipmunks?

It should as long as you plug all the holes. Why not use a Home Depot bucket with a ramp, water and sunflower seeds? Google it or YouTube

Does this work indoors?

I wouldn't think so. It's intended to be out and stuck in their hole or their home and you cover it up and the fumes suffocates them
