Im a little confused by the picture thats being used on Amazon. Does it come in a box with his time gun and flask?

Yes. ALL items on Amazon come bran new and factory sealed in their packages....always......unless you purchase an item that specifically says it is used, or out of it's package. The image Amazon uses is just so that you can see the item up close and note it's articulation.

Is the arm removable and replaceable with the included robot arm? If not, what is the robot arm for?

The robot arm is a build a figure part for snowball. When you purchase all the figures they each bring a piece to build this additional figure.

Is this part of the set of 5 that will let you build the Snowball figure?

Yes, the box contains the right arm for the mecha snowball figurine.
