There's 3 wires. One NO, one NC and the other is a constant between those 2 switched by the pedal. But yes, you could wire it like a momentary switch, always open or always closed. As long as the circuit was within the rated specs.

how do you hook it up to a scroll saw do I need to buy another part

If are wanting to make it a permanent addition to the scroll saw then you can wire it into the hot wire ( AND ONLY THE HOT WIRE) in 2 possible ways. Series, which is slightly safer but a bit less convenient. Or Parallel which is easier to use but slightly different dangerous.... with Series wired switch the foot switch is wired in after the hot wire leaves the switch. To operate it requires BOTH switches to be on so its slightly safer. To wire it in parallel the switch is connected the hot wire coming into the main power switch on one side and then the hot wire leaving the switch on the other. The allows you to press the foot pedal to activate the saw and release it have shut off once released.... OR use the main power switch and it will remain on until you turn it off. If small children would be around it, I would only use Series wired because it requires both of the switches to be activated it prevents accidentally turning it on or being played with by children. Otherwise my preference would be the parallel wired switches because you can turn it on for continuous operation if you have larger/ awkward items that means you have to move around and can't stand in one position....OR momentarily for convenience, but must be unplugged to change the blade or service it safely.... if you want to avoid permanent modification it may be cheaper to buy a pre-made switch with combined outlet/plug... it would function the same as the permanent Series wired version by merely pluging it into the outlet 1st and plugging the existing power cord in the back of it.   Hopefully that makes sense.
