No. You have the option to buy a bottle of ink and use the filler bar, which is supplied with the pen, or to use universal cartridges.

does this pen use normal ink cartridge?

Yes it uses both cartridges as well as with a converter. The cartridges can be purchased online from Amazon.

would this pen be suitable for a smaller hand. seems quite chunky

The main body is approx. 22/23mm but tapers down to 20mm at point of holding. Its quite heavy but I find it good. I bought an ink converter so use ink from a bottle and not cartridges. You can always return if not suitable, I actually like it.
