What side goes down for cutting

Shiny side down, which means you put the pretty side on the mat and the back blank side faces up.

What cut settings for Cameo 4?

It's HTV so I'm guessing it's the same cut settings as any heat transfer vinyl. Your Cameo should have a cut setting for it.

Can you iron onto any color shirts ?

Yes, any color. The fabric doesn't matter as long as you set the temp on your heat press or iron correctly for that type of material you're using.
