Can this hookup to my double din dvd radio to play movies

I have been able to use it with the Nintendo switch. I believe it should work for an external DVD player.

Can you play this through RCA audio outputs to vehicles audio input?

Hi, unfortunately no. There is no Video output port to this unit. You may check other details of the unit by visiting our website pyleaudio.com. Type the model number on the search box PLRV1525 for more details. Thank you.
