What are the actual dimensions of this filter? 9.75x29.75 or 9.5x29.5?

The outside dimensions are 9.75 x 29.75.

My research indicates merv 8 and below is best for residential use. are these for residential?

Yes, I use these in my home. I use MERV 11 as we have pets and MERV 11 is better for allergy and pet dander reduction.

how often do these need to be replaced?

It really depends on the age of your system and how much you run your system. I live in south Florida and run my AC year round. I change my filters every 6 months but I also keep an eye on them to make sure they don't get clogged with dust.
